Is the Government Hiding a $21 Trillion Underground Network?
Is the U.S. government hiding a $21 trillion secret beneath our feet?
That’s the stunning claim made by Catherine Austin Fitts, a former assistant secretary of Housing and Urban Development under President George H.W. Bush, during a recent appearance on Tucker Carlson’s podcast.
“We have built an extraordinary number of underground bases and, supposedly, transportation systems,” Fitts said. “One of the things I’ve looked at is where all this money is going, the underground base, city infrastructure and transportation system that’s been built.”

Fitts’ investigation began with a bombshell 2017 report by Michigan State University economist Mark Skidmore. It revealed that from 1998 to 2015, there had been $21 trillion in “unauthorized spending” across various government departments. One line in particular stood out: “The Army had $6.5 trillion in unsupported adjustments, or spending, in fiscal 2015.”
“Given the Army’s $122 billion budget, that meant unsupported adjustments were 54 times spending authorized by Congress,” the report noted. “Typically, such adjustments in public budgets are only a small fraction of authorized spending.”
Fitts claimed the money trail led underground, literally, to 170 secret U.S. bases, some allegedly beneath the oceans. These installations, she said, could be used for “a near-extinction event” or “secret projects,” possibly including a covert space program.
Carlson, intrigued, asked whether the bases were centered in Washington, D.C., for nuclear contingencies. “Some of it is. It’s preparation for catastrophe,” Fitts replied.
While the specifics—such as who has access to these underground cities or where exactly they’re located—remain elusive, the alleged effort reveals something much deeper than concrete and steel: desperation to control survival itself.
But Scripture tells us plainly: no bunker can shield a soul from divine justice.
In the book of Revelation, it’s written, “And the kings of the earth, and the great men, and the rich men, and the chief captains, and the mighty men…hid themselves in the dens and in the rocks of the mountains” (Rev. 6:15). They will cry out to the rocks and mountains to fall on them and “hide us from the face of Him who sits on the throne and from the wrath of the Lamb” (v. 16).

It’s a chilling reminder: when God’s judgment falls, there is no man-made sanctuary deep enough or fortified enough to serve as refuge. The only true shelter is found in Christ.
As global elites prepare for what they perceive as impending doom, the believer is called to prepare in a far different way, by being spiritually ready, eyes fixed not underground, but heavenward.
